Trade Finance Support Programme (TFSP)
In 2015 for the first time in its history IIB introduced to its clients new trade finance financial services, with a maturity of up to 2 years.
In November 2016 IIB TF product line was expanded through Trade related loans (TRL), enabling IIB to further support small- and medium-sized
enterprises across the IIB countries in different sectors of economy.
TFSP aims to support small and medium-sized business as well as financing of socially significant infrastructure projects with beneficiaries in IIB Member
States.
Through TFSP IIB provides its Guarantees/SBLCs, Irrevocable Reimbursement Undertakings (IRUs) (up to 2 years) and Trade Related Loans
(up to 1 year) covering 100 per cent of the face value of the underlying trade finance instruments to international confirming & financing banks for shortterms operations, taking the political and commercial payment risk of international trade transactions undertaken by the issuing banks.
As part of TFSP IIB provides annual trainings to its partner banks and exchange of experience seminars.
TFSP strengthens the ability of local banks to provide trade financing and through these banks gives entrepreneurs throughout IIB Member states the
support for export or import transactions.

TF Instruments
The TFSP can be used to guarantee any export/import transactions between IIB Member States and other countries.
The following instruments may be provided by IIB under the Programme:
1. Irrevocable Reimbursement Undertakings (IRUs) can be issued by the order of issuing banks in favour of confirming and financing banks for the
tenor up to 2 years under:
► documentary letters of credit with payment at sight;
► deferred payment LCs;
► LCs with postfinancing/discounting.
2. Irrevocable Banking Guarantees/SBLCs can be issued for the tenor up to 2 years:
► as securing of issuing banks obligations under LCs;
► under counter-guarantees / authorizations of partner banks to support importers, exporters or distributors from IIB member states;
► to partner banks as securing of trade related loans under trade contracts with IIB member states;
3. Counter-guarantees can be issued by the order of issuing banks in favour of other partner banks or exporters, importers and/or distributors.
4. Revolving credit facility
► Short-term Trade related loans to the banks exclusively for the purpose of pre- and post-shipment finance for the performance of foreign trade
contracts with IIB member states.
5. Other trade finance products:
► IIB issues other trade finance products proposing its financing.

Goods and services
IIB guarantees cover a wide range of goods and services including consumer goods, commodities, textiles, equipment, machinery and power supply,
energy-efficient projects as well as construction and shipbuilding contracts, cross-border engineering projects and other services.
IIB Environmental and Social Exclusion List
The IIB does not knowingly support, directly or indirectly, projects involving the following:
1. any projects using forced, compulsory and/or child labor;
2. any projects related to the gambling and lottery businesses;
3. any projects related to the production of tobacco or tobacco products;
4. any projects related to the production of alcoholic beverages stronger than 20% ABV;
5. any projects related to the production of or trade in arms, military equipment or ammunition;
6. the production of or trade in any product or activity deemed illegal under IIB member countries’ national laws or regulations, or international
conventions and agreements, or subject to international phase-out or bans, such as:
- any projects to produce or trade in equipment or materials containing polychlorinated biphenyls (PCBs);
- production of or trade in pharmaceuticals, pesticides/herbicides and other hazardous substances subject to international phase-outs or bans;
- production of or trade in ozone depleting substances subject to international phase-out;
- trade in wildlife or production of or trade in wildlife products regulated under CITES;
- transboundary movements of waste prohibited under international law;
7. any projects related to the activities prohibited by the laws of the member countries or international treaties on the protection of biodiversity,
resources or cultural heritage;
8. any projects to produce asbestos, asbestos-containing materials or products derived therefrom;
9. any fishery projects involving the use of drift nets longer than 2.5 kilometers;
10. shipment of oil or other hazardous substances in tankers which do not comply with IMO requirements;
11. trade in goods without required export or import licenses or other evidence of authorization of transit from the relevant countries of export,
import and, if applicable, transit.

Business development
The TFSP is an outstanding business development tool, providing a range of facilities to participant banks.
It offers:
► cover for a broad range of trade finance instruments
► unconditional guarantees payable on first written demand
► guarantees for up to 100 per cent of the face value of the underlying trade finance instruments
► attractive fee levels agreed separately for each transaction
► a fast and simple approval procedure to issue TF instruments
At present there are issuing banks from Russia, Belarus, Georgia, Vietnam and Mongolia participating in the TFSP, working with leading
international confirming banks and their subsidiaries.

Join the TFSP
How to participate in the TFSP as an Issuing or a Confirming Bank:
For Issuing Banks:
1. The TFSP candidate Bank provides required list of documents for IIB’s KYC procedure;
2. After successful KYC, TFSP Team proceeds with an application to IIB’s Credit Committee for limit establishment;
3. When TF limit is successfully established, we finalize RMA process and can start our cooperation under the TFSP.
For Confirming Banks:
1. Pass through KYC & RMA procedures.
As IIB has recently initiated its TFS Programme our Team deploys efforts to extend the existing list of Confirming banks taking credit risk to IIB.
