The Head Authority of State Aviation of Ukraine (hereinafter - HASAU) was
created in accordance with the joint directive of the Ministry of Defense of Ukraine
and the Commander-in-Chief of the Armed Forces of Ukraine dated 12.27.2022.
The HASAU is designed to implement state policy in the field of state aviation of
Ukraine and ensure, within the limits of the powers provided for by law, the
implementation of state policy on defense issues related to the use of Ukrainian
airspace and the protection of sovereignty states in peacetime and a special period.
The HASAU is an authorized body of the Ministry of Defense of Ukraine (hereinafter
referred to as the Ministry of Defense) in matters of regulating the activities of the
state aviation of Ukraine, which belongs to the military administration bodies, whose
jurisdiction extends to the entire territory of Ukraine. The HASAU is subordinate to
the Minister of Defense of Ukraine. The First Deputy Minister of Defense of Ukraine
directs and coordinates the activities of the HASAU.

In accordance with the proposal of the State Company
"Ukrspecexport" and with the consent of the leadership
of the Ministry of Defense of Ukraine, in the period from
October 2018 to September 2019, a working group
determined by the Ministry of Defense of Ukraine with
the involvement of other structural divisions of the
Ministry of Defense of Ukraine and the General
Headquarters of Ukraine worked with representatives of
the National Council on Airworthiness of the Ministry of
Defense of the United States of America for the
recognition of the military airworthiness system of
Ukraine. At the same time, the American auditors used

the requirements of the regulatory legal framework,
performs its audit and ensures appropriate supervision
