FORM OF GOVERNMENT
A government is the system or group of people governing an organized community,
generally a state.
In the case of its broad associative definition, government normally consists of
legislature, executive, and judiciary.
Government is a means by which organizational policies are enforced, as well as a
mechanism for determining policy. Each government has a kind of constitution, a
statement of its governing principles and philosophy.

While all types of organizations have governance, the term
government is often used more specifically, to refer to the
approximately 200 independent national governments and
subsidiary organizations.
Basic features of government
A government is an institution through which leaders exercise
power to make and enforce laws. A government's basic functions
are providing leadership, maintaining order, providing public
services, providing national security, providing economic security,
and providing economic assistance.

Two essential features of a democratic government are:
Democracy is a rule by the people. It is people who rule themselves by
participating in the making of these rules.
In a democracy people have the power to elect their leaders. These
leaders or representatives meet and make decisions for the entire
population.

Types of Governments
Autocracy, Oligarchy, and Democracy
When one talks about who is in control, there are three
examples:
In an autocracy, the government is led by a single leader,
such as a king or a dictator. In today’s world, one might think
of Saudi Arabia or Cuba in this category.

In an oligarchy, a small group of people maintains power over the rules.
This could be a group of military officers, landowners, a single family, or
wealthy merchants. Today, one might classify China, or Turkey as
oligarchies.
In a democracy, the populace has some influence over the rules and
decision-making. Modern democracies include the United Kingdom, India,
Norway, New Zealand, Canada, Ireland, and the United States.

FORM OF STATE TERRITORIAL STRUCTURE
The term territorial state is used to refer to a state, typical of the High
Middle Ages, since around 1000 AD, and "other large-scale complex
organizations that attained size, stability, capacity, efficiency, and
territorial reach not seen since antiquity. The term territorial state is
also understood as “coercion-wielding organizations that are distinct
from households and kinship groups and exercise clear priority in
some respects over all other organizations within substantial
territories. Organizations such as city-states, empires, and
theocracies along with many a number of other governmental
organizations are considered territorial states, yet does not include
tribes, lineages, firms, or churches alike.

Characteristics of a territorial state
The territorial state prior to the French Revolution can be defined by three basic criteria.
They are as follows:
Direct military occupation
If a people finds itself under military control it becomes part of that military's territorial
state, whether or not it identifies with the occupiers. While there are often many
political units within a territorial state they will be categorized as part of the larger
territorial state with coercive military power.

The capacity to tax.
The ability to enforce taxation is an important coercive power for states to possess. To be
able to tax other smaller political units would show that the ruling territorial state
maintains a hegemonic control with economically coercive means.
For example, gasoline taxes are typically earmarked for the financing of highway
construction and repairs. Those who benefit from good roads pay the cost of those
roads. The ability-to-pay principle of taxation stands in sharp contrast to the
benefits principle.

A common executive.
States during this period were often composed of multiple semiautonomous political entities. Despite this, these semi-autonomous
entities were often headed by members of the ruling family and
can thus be classified as sharing a common executive.
An example of executive is Michael Aoun. Executive is defined as
someone or something with administrative or managerial authority.
An example of executive is the CEO of a company.

Conclusion
State will use funds from the government and donations to help the community both
locally and nationally by housing, educating and employing at risk individuals and all
community. The foundation will build strategic alliances with local and national
organizations, franchisors, religious and the very community it self.
