CONTINUED COOPERATION AND SUPPORT REQUIREMENTS

Support for continued cooperation
If cooperation with MOGPC continues, an additional contractor will be required to support
safe and reliable operation of the facilities.
Completion of necessary maintenance
Additional resources are needed to complete work that MOGPC cannot fully perform with
its available resources.
Coverage of services outside the existing contract
Include equipment overhaul above 4,000 hp and the separately identified support
services during hostilities.

RESOURCE AND SUBCONTRACTING CONSTRAINTS

Current execution arrangements
MOGPC performs work with its own personnel and engages subcontractors for selected
tasks.
Limited internal resources
Available personnel and resources do not allow all necessary work to be completed.
Time required to engage subcontractors
Internal procedures applicable within a state-owned company can delay work execution
and extend equipment downtime.

PREVENTIVE MAINTENANCE AND EMERGENCY SPARES

Preventive maintenance
Incomplete PM reduces equipment reliability and operational safety.
Support is required to complete the approved PM programme in full.
Emergency spare parts stock
A lack of emergency spares extends equipment downtime while replacement parts are
procured.
Required support
Procure, maintain and replenish an agreed emergency stock of spare parts and
consumables.

defects to develop and progress.

safe access for maintenance and emergency

This scope is outside the existing MOGPC O&M Contract.
Provide specialist overhaul capability under the additional contract.

Expected results
Full completion of the approved PM programme.
Clean and safe work areas, with improved access to facilities.
Shorter equipment downtime and available emergency spares.
Requested endorsement from NIOC / NISOC
Endorse the engagement of an additional contractor to support safe and reliable facility
operation in the event of continued cooperation with MOGPC.
Agree the scope and coordination principles as the basis for the subsequent procurement
process.

facilities during hostilities.
