By activating the feature creation and transmission of SIB19 in the
WCDMA nodeB is enabled.

No need to define specific LTE cells Neighbor List and no need to
reconsider WCDMA already existing neighbors.
Cell reselection to LTE is supported by E-UTRA capable UEs in Idle
Mode and in URA_PCH.

In order to allow WCDMA to LTE release with redirection in connected
mode, the following feature should be activated in the RNC:

Release with Redirect to LTE (FAJ 121 2174) – ’releaseRedirect’ Parameter.
Release with Redirect to LTE (FAJ 121 2174) is a complement to LTE
Cell Reselection.
It ensures mobility to LTE for an active UE that spends little time in
Idle Mode or in state URA_PCH where LTE Cell Reselection can be
performed.
It is a blind redirection, fast and without compressed mode.
There is no pre-allocation of resources in the target LTE system.
Release with Redirect to LTE is not supported when the best cell is
located in DRNC.
