• The possibilities of the region to provide
professional training in external calls in a remote
format are analyzed. The components of the

Introduction
• Conditions for the deterioration of the
situation as a result of the spread of the new
coronavirus infection (COVID-19) have
affected almost all sectors of the economy,
sectors of the economic complex and the
urban management system

Prerequisites
• Sevastopol have prepared for the transfer of
universities to the distant form. Black Sea
Branch of Moscow State University named
after M.V. Lomonosov organized a further
training program “Mass educational online
courses (MOOK)”

Numerical estimates
• The program was mastered by at least 571
peoples or at least 58.87% of the total number
of scientific and pedagogical workers in the
city. We believe that more than half of the
university professors were prepared for the
online transfer of knowledge a few years
before the pandemic was announced.

Platforms and services for online
training in Sevastopol
• - Moodle - a modern training management system;
• - Yandex-Disk cloud service;
• - social networks VKontakte, YouTube, Facebook,
possibly others, primarily national;
• - Email and instant messengers Mail.ru, Viber,
WhatsApp;
• - programs and services for web conferences and
seminars Skype, BigBlueButton, Mirapolis mail,
• - All-Russian satellite online seminars, webinar.ru,
possibly others.

Priority in choosing a platform and an
online distant system was given to:
1) free service;
2) simplicity of entry and security;
3) reliability;
4) the intended use of the service for training$
5) IT-capabilities logistics and software, both
staff and students.

Technical regulations of universities
take into account the individual IT
capabilities of each participant:
• the novelty of equipment (home computer,
smartphone),
• software,
• the perfection of communication channels,
• Internet wired lines

The noted difficulties and
shortcomings:
• low security of educational content, educational
results and electronic documentation on open
viewing platforms;
• some services / platforms could not withstand
the growth of the load (the so-called “collapse” of
the service);
• duplicate counterparts of the educational service
were created to maintain the curriculum
schedule;
• the need for continuous monitoring of regulatory
requirements introduced in title documents.

Conclusions
Sevastopol is a unique point on the world map due
to its geopolitical positioning and, at the same time,
a place of spatial localization of important historical
events in the life of a thousand-year-old Rus. The
historical memory of the city’s defenses brought up
in its inhabitants the necessary moral and ethical
qualities that can withstand external challenges, in
the face of uncertainty, solve strategic tasks, and
achieve priority goals of socio-economic
functioning.
