The IMO / Marine Environment Protection Committee, approved the
“Revised Guidance for recording of operations in the Oil Record
Book (ORB) Part I - Machinery space operations (all ships)”
This Guidance is intended to facilitate compliance with MARPOL
requirements and provides advice on how to record the various
operations in the ORB by using the correct codes and item numbers
Flag states specific requirements concerning ORB should be
complied with, as applicable.

Violation ConsequencesNational maritime authorities, with responsibility for the
environmental protection of their coastlines, adopt a strict
approach to the enforcement of MARPOL
Any breach of MARPOL can have severe consequences for the
ship owner, the Company, the officers and the crew involved
Falsifications of entries in the ORB are a violation of the law
Usually wrong entries in the ORB are suspicious of
environmental violations, lead to MARPOL investigations and
when violations are discovered heavy fines and /or
imprisonment are imposed

General GuidanceA wrong entry shall immediately be struck through with a single line in such a way that
the wrong entry is still legible. The wrong entry shall be signed and dated, with the new
corrected entry following
Do not leave empty or struck through any full lines between successive entries
Recording of quantities retained in bilge water holding tanks listed under section 3.3 of
the IOPPC is required by CSM
Any maintenance of items pertaining to the OWS must be recorded in the ORB

Electronic Oil Record Book (be-ORB)The electronic ORB is a software application designed to facilitate
accurate ORB entries into an efficient electronic format.
The electronic ORB is a ship-specific program developed for each vessel.
The electronic ORB does not substitute the hard-copy ORB but serves as
its backup and training tool.
The electronic ORB complies with the MARPOL Annex I regulations 17
and 36 and with MEPC.1/Circ.736/Rev.2
When the initialised beORB is launched the splash screen displays the Vessel
name at the top right corner and the version and module type “Vessel
Name”,“(v)” at the bottom.

Before arriving in a port where it is intended to crude oil wash, the tank washing system should be pressure tested
to normal working pressure and examined for leaks. Crude oil washing is normally carried out with a pressure of
10 kg/cm2 on the washing line; the line should therefore be tested to 12.5 kg/cm2.

8 Leakage on deck
PSCOs should ensure that the COW piping system has been operationally tested for leakage before cargo
discharge and that the test has been noted in the ship's ORB.

When combination carriers are required to operate beneath loading or unloading gantries
When tankers are required to pass under a low bridge
When a local port or canal regulations require specific draughts for safe navigation

achieved when segregated ballast tanks are full

Waste Tank Sounding Logbook
When transfer sludge to Deck Slop tank, match carefully the entries within both
ORBs (Engine and Deck)
Entries in the ORB Part I (Engine) must be accurate and in line with the records of
the MEMORY CARD where provided.
The OCM internal clock shall be checked against GMT.
The local and the GMT time must be inserted in the ORB when OWS / OCM is
being operated
Bunkering operations must be signed by the C/E (MSOPR-9.1)
The name of what we transfer must be recorded in full (e.g. Sludge from, Water

Recommendations & Guidance for ORB entriesThe Bilge Primary Unit (BPU) forms part of the Integrated Bilge Water Treatment Systems (IBTS).
BPU should be kept full unless it requires fabric maintenance, internal cleaning or repairs of fittings and structures.
Valves #1 & #2 should be kept open for draining skimmed oil by gravity from BPU to Sludge Holding Tank. The valve
# 3 should be kept open for draining water to Bilge Water Holding Tank (BHT).
There is no need to record the drainage of skimmed oil to Sludge Holding Tank and drainage of oily bilge water from
BPU to BHT in the ORB.
Transfer of bilge water from ER bilge wells to BHT via BPU should be recorded under codes D.13, 14, 15.3 per
example #10 of the MEPC.1/Circ.736/Rev.2.
The increase in the quantity of Sludge Holding Tank due to drainage of skimmed oil from BPU is covered by weekly
inventories of sludge tanks.
