Law of the Republic of Kazakhstan “About
Science"
This Law regulates social relations in the field of science and
scientific and technical activities, determines the rights and
duties of subjects of scientific and scientific and technical
sphere.

3. The main principles of state policy in the field of science

selection and promotion of priority areas of scientific and technological
development in accordance with national interests and long-term goals of the
country's social and economic development and mobilizing resources for their
implementation;
formation and placement of state orders for science and technology;
creation of necessary economic conditions for the development of scientific,
scientific, technical and innovative activities, entrepreneurship and other
forms of market infrastructure in the field of scientific and scientific and
technical activities;
financing research from the state budget;
integration of science, scientific and technological developments, production
and education;
development of international scientific and technical cooperation;
freedom of dissemination of scientific and technical information and
promotion of scientific and technological achievements.

4. The scientific worker has the right to:

the recognition by the author of the results of scientific and (or) scientific
and technical activities and the filing of applications for inventions and
other results of intellectual activity, as well as protection of intellectual
property;
obtaining in accordance with the legislation of the Republic of Kazakhstan
income from the implementation of scientific and (or) scientific and
technical activities, the author of which is;
receiving rewards, incentives and benefits corresponding to his creative
contribution;
association in scientific collectives and other voluntary scientific
communities;
access to information on scientific and scientific and technical results in
the order established by the legislation of the Republic of Kazakhstan;
publication of the results of scientific and scientific and technical activities
in the press;
increase of scientific qualification.

5. The Government of the Republic of Kazakhstan:

develops a unified state policy in the field of science and scientific and
technical activities and measures for its implementation;
determines the priority directions of fundamental and applied scientific
research in the Republic of Kazakhstan;
develops state programs of scientific and technical development;
develops and approves the procedure for organizing and conducting state
scientific and technical expertise;
approves in accordance with this Law regulatory legal acts in the field of
science and scientific and technical activities;

Responsibility for
violation of legislation in
the field of science
Persons guilty of violating legislation in the field of
scientific and technical activities are liable in
accordance with the legislative acts of the Republic of
Kazakhstan.
